Azerbaijan’s Ministry of Foreign Affairs made statement on so-called “elections” to “local self-governing bodies” to take place in Nagorno-Karabakh

On Sept. 15, 2011, Azerbaijan’s Ministry of Foreign Affairs made a statement on the so-called “elections” to the “local self-governing bodies” to take place on September 18 thisyear in the occupied territories of the country. “According to the reports circulated by themass media outlets of the Republic of Armenia so-called “elections” to the “local self-governing bodies” are being arranged to take place in the Nagorno-Karabakh region ofthe Republic of Azerbaijan on September 18, 2011,” the statement says. “The Ministry ofForeign Affairs of the Republic of Azerbaijan reiterates in this regard that theunrecognized separatist regime in the occupied territories of Azerbaijan representsnothing but an illegal structure established by the Republic of Armenia on the basis ofethnic cleansing of Azerbaijani population.

The so-called “elections” are conducted in order to camouflage the annexation policy of Armenia and are aimed at consolidation ofthe results of the continued occupation of the internationally recognized territories ofAzerbaijan. The Republic of Azerbaijan calls upon the Armenian side to stop itsdestructive illegal steps, which do not have any prospects, and instead to demonstrate agood will and take a constructive position in the negotiation process in order to find asoonest and durable solution to the conflict on the basis of the norms and principles ofinternational law.”

Azeri ambassador to US sent letter of protest to Congress

On Sept. 15, 2011 Azerbaijani ambassador to the US Yashar Aliyev sent a letter to 435 members of the US Congress protesting an event on the so-called “Nagorno-Karabakh Republic” held by the Congressional Caucus on Armenian Issues, Armenian Embassy in the US and some Armenian organizations on September 13. The letter features theoccupation of the Azerbaijani lands as a result of the Armenian military aggression against the country. It says hundreds of thousands of Azerbaijanis became refugees andIDPs as a result of this aggression. According to the letter, no country in the worldrecognizes the so-called regime in the occupied territories created by Armenia.

The letter reads the goal of the organizers of the event was to distract attention of the US Congressmen and American society away from the fact of the occupation of theAzerbaijan’s lands. The Azerbaijani Ambassador called on the congressmen not to attend such events against sovereignty and territorial integrity of Azerbaijan, which is thestrategic partner of US.

Armenia continues violating ceasefire with Azerbaijan

Subunits of the Armenian Armed Forces subjected to machine gunfire from posts locatedin Yusifjanli village of Agdam region, Ashagi Abdulrehmanli, Horadiz and Gorgan villages of Fuzuli region and Goyarch village of Tartar region the opposite positions ofthe Armed Forces of Azerbaijan on September 14 and 15.

Azerbaijan’s economy grew 1.1% in eight months

Azerbaijan’s Gross Domestic Product reached 30.9 billion manats in the first eightmonths of 2011, which means a 1.1% increase as compared to the same period last year,the State Statistical Committee has announced. According to the official figures, 66.7%of GDP was produced in production spheres, 53.4% in industry, 73% in construction complex, 6% in agriculture. The country’s GDP per capita made 3,419 manats or 4,321Us dollars. The value added in non-oil sector rose 8.5%, decreasing 6.2% in oil and gassector.

EU starts negotiations on Caspian pipeline to bring gas to Europe

On September 15, the European Union adopted a mandate to negotiate a legally bindingtreaty between the EU, Azerbaijan and Turkmenistan to build a Trans Caspian PipelineSystem. This is the first time that the European Union has proposed a treaty in support ofan infrastructure project. The treaty will be concluded by the EU after decision by all 27Member States that the European Commission should lead the negotiations on behalf ofthem all. This decision is a direct follow-up of the visit of President José Manuel Barroso and Energy Commissioner Günther Oettinger to Baku and Ashgabat in January 2011 andtheir meetings with Presidents Aliyev and Berdimuhamedov.

It constitutes a milestone in the realization of the Southern Corridor and is the first operational decision as part of aco-coordinated and united external energy strategy, as proposed in the European Commission’s Communication on security of energy supply and internationalcooperation – “The EU Energy Policy: Engaging with Partners beyond Our Borders” –adopted on 7 September. Energy Commissioner Oettinger stated that: “Europe is now speaking with one voice.

The trans-Caspian pipeline is a major project in the Southern Corridor to bring new sources of gas to Europe. We have the intention of achieving thisas soon as possible.” The Trans-Caspian Pipeline agreement will set the basis for theconstruction of a submarine pipeline connecting Turkmenistan to Azerbaijan, and in turn link this pipeline to infrastructure that will bring gas from Central Asia to the EU.Discussions with Azerbaijan and Turkmenistan will focus on inter alia a treaty setting outlegal commitments between the European Union, Turkmenistan and Azerbaijan, the bilateral arrangements necessary for Turkmenistan and Azerbaijan to achieve thecommissioning, building, and operation of the trans-Caspian pipeline itself, and the legalframework that will apply to filling the pipeline with gas from Turkmenistan, includingan appropriate recognition of commercial arrangements.

Azerbaijani representatives attend meeting of UNESCO`s intergovernmentalworking group on Intangible Cultural Heritage

On September 14, representative of Azerbaijan’s Ministry of Culture and Tourism NazimSamadov and expert of UNESCO on intangible cultural heritage Sanubar Bagirovaattended a meeting of UNESCO`s intergovernmental working group on IntangibleCultural Heritage in Paris, France. The aim of the meeting was to facilitate nominationsto the Representative List.

The Intergovernmental Committee for the Safeguarding of theIntangible Cultural Heritage decided (Decision 5.COM 7) to convene before its sixth session an open ended intergovernmental working group to discuss possible measures toimprove the treatment of nominations to the Representative List by the Committee,Subsidiary Body and the Secretariat. This open-ended intergovernmental working groupwas established by the Committee following debate on the establishment of a SubsidiaryBody on the examination of nominations to the Representative List, during which the Committee had to determine the number of nominations that it would have to examine inthe 2011 cycle, as well as the working methods of the Subsidiary Body.

Azerbaijani delegation attends World Congress on protohistoric science in Brazil

On September 15, representatives of the Azerbaijan’s Culture and Tourism Ministry,Gobustan State Historical-Artistic Reserve and Yanardag State Historic Cultural andNatural Preserve attended the 16th World Congress of International Union of Prehistoricand Protohistoric Sciences (IUPPS) in Florianopolis, Brazil. Over 50 sessions were heldas part of the congress.

The sessions saw debates on modern monument protection standards, over rock art, application of information technology in development ofarchaeological heritage and other issues. Director of the Gobustan State Historical-Artistic Reserve Malahat Faracova made report on archaeological landscape of Gobustan rock carvings in the Congress.
