Official Declaration of the International Taekwon-Do Federation (ITF) on Its Legal Status and Illegal Claim of Mr. Choi Jung Hwa
Mr. Choi Jung-Hwa, son of the legendary founder of Taekwondo

It has been brought to our attention that recently there are some articles in the mass media relating to the ITF (The International Taekwon-Do Federation) in general and to Mr. Choi Jung-Hwa and Mr. Chang Ung in particular, the two gentlemen who both illegally claimed themselves as President of the ITF.

The ITF would like to declare that our organization was established by the late General Choi Hong-Hi who developed Taekwon-Do and founded the ITF in 1966 in Seoul-Korea. Through many historical stages, and since the death of its founder, General Choi Hong-Hi in 2002, the ITF is now a legal entity, officially registered with authorities in Vienna (Austria) in June 2003.

Its current President is Master Tran Trieu Quan, a Canadian Engineer and 8th degree black belt, Master in Taekwon-Do, who was elected in the 14th ITF Congress in Warsaw (Poland) in 2003 and re-elected in the 15th ITF Congress in Quebec City (Canada) in June 2007. The ITF understands that mixing up stories on Tae Kwon-Do around the world caused by history is unavoidable.

However, the ITF respects all organizations related to Tae Kwon Do in the extent that they are confirmed by world's organizations like the World Taekwondo Federation (WTF).

The so-called ITF represented by either Mr. Chang Ung or Mr. Choi Jung-Hwa are not legitimate. In the past the official ITF has taken legal actions against these false representatives and it was concluded by the courts that both of them don't have the right to own the ITF as well as its trademark.

The ITF will continue working on the case should the gentlemen keep on their illegal activities against the ITF. The ITF, currently with 89 countries members around the world, is a non-political organization, ran by our Direction Team in a professional way and democratic operation.

It is not only a sport organization but our instructors around the world are teaching and promoting Taekwon-Do according to the 4 facets: as a sport, a martial art, a way of life and a tool for social development.
