Morocco to Mark Throne Celebration Day July 30

Amb. Jaafar Alj Hakim of Morocco and Mrs. ambassador will hold a reception at Lotte Hotel's Sapphire Ballroom in Sogong-dong downtown Seoul on July 30, 2004, the Throne Day, which marks the fifth anniversary of the enthronement of His Majesty the King Mohammed VI of Morocco.

Amb. Hakim said that the celebration of the Morocco's Throne Day coincides this year with the commemoration of the 42nd anniversary of the establishment of diplomatic relations between the North African kingdom and South Korea.

A special group of high-profile guests from diplomatic, local government, and business circles are invited at the gala reception which will start at 6:30 p.m. on the day. For reservations or for further details call 02-793-6249 at its embassy in Hannam-dong, Yongsan-gu.

Following is the special message H. E. Amb. Hakim wants to convey to the South Korean people on the occasion of the Throne Celebration Day.

His Majesty King Mohamed VI
On the occasion of the Throne Celebration Day, which marks this year the fifth anniversary of the enthronement of His Majesty the King Mohammed VI of Morocco, I have the greatest honor to convey my sincere gratitude to The Seoul Times for giving me the opportunity to address its readers. It is also a great privilege for me to convey on this occasion on behalf of the Kingdom of Morocco my highest esteem and consideration as well as my best wishes for peace, more progress and prosperity for the Republic of Korea.

This celebration is an opportunity to illustrate the achievements of Morocco and to show how fast Morocco has been engaging in many fruitful reforms since the enthronement of His Majesty the King Mohammed VI on July 1999. Undoubtedly, Morocco is keeping pace with a reign committed to increased democratization and sustained socio-economic development.

Moreover, since his accession to the throne, His Majesty the King has turned his attention to social issues, in particular through integration into the national fabric of rural society, youth and women, in addition to many economic issues, with investment taking a front seat.

The King, descendant of the prophet and Commander of the Faithful, is the symbol of the nations unity and the continuity of the Alaouite dynasty, the oldest reigning monarchy in the world, has been assured by the birth on May 8th, 2003 of HRH Crown Prince Moulay Al Hassan.

In fact, Morocco is a constitutional monarchy with institutions arising from free elections and based on the separation of legislative, executive and judiciary powers, and a country which is following the historical trend of modern societies moving towards more openness and democracy.

The general elections held in September 2002, praised by the national and international community for their transparence, redefined the national political map. The issue of human rights is a national priority, demonstrated by the creation, as early as 1990, of the Human Rights Advisory Council, an independent body which reports directly to the Head of state.

Morocco is one of the pillars of peace in the world. Thanks to its action, the country is playing a dynamic role within major international and regional organizations.

Aware of the fast changes in the world, Morocco is ceaselessly endeavoring to enhance political dialogue and develop economic exchanges with all its partners.

Thus for the Kingdom of Morocco diplomacy embodies solidarity and humanitarian values for an efficient contribution to defending South countries' development issues. The economic and social policies pursued by Morocco in the framework of its strategic options has led to the rectification of major macro-economic equilibriums, in addition to measures designed to boost the global supply.

These economic and financial measures are complemented by the implementation of structural reforms aimed at upgrading the efficiency of corporate entireties and consolidation of the export capability thereof.

As it is essential for Morocco to promote investment and encourage private initiative, through increased liberalization and openness and through the upgrading of the economy, the aim is to build strong partnerships and meet the challenges of productivity, competitiveness and positive interaction with globalization.

In this respect, Moroccos investment environment is governed by a dynamic legal framework. Founded on the Investment Charter, the provisions initiated for continuous improvement of the business climate are completed by the existence of operational instruments supporting investment.

Theses instruments exist on the form of contributions and advantages provided by the Government of Morocco to provide backing to the investors.

In the multilateral level, Morocco a forerunner regarding the ratification of the WTO agreements, has ratified the Washington Agreement on the Settlement of Investment Disputes and the agreement with Multilateral Investment Guarantee Agency (MIGA), and on the bilateral level, tax agreements eliminating double taxation regimes and for reciprocal guarantee of investments have been signed in cooperation with several partner nations, among them the Republic of Korea.

The celebration of the fifth anniversary of the Throne Day coincides this year with the commemoration of the 42nd anniversary of the establishment of diplomatic relations between Morocco and Korea.

It is indeed an opportunity to congratulate ourselves for the degree of excellence achieved by the two countries and for the advanced level of the friendly bilateral relations which so happily exist between our two countries.

Morocco and Korea have been enjoying excellent relations since the establishment of their diplomatic links in the early sixties based on mutual comprehension and common faith to peace and stability.

The legal framework governing the bilateral co-operation relations between Morocco and Korea covers the majority of the sectors of co-operation, such as trade, youth and sports, cultural scientific and technical relations, political consultations, investments, taxation, transportation, air services.

The cooperation between the two countries has been strengthening during the last few years and is expected to be reinforced in the future through the enhancement of the level of trade exchanges and more investment of the Korean companies in Morocco where they are enjoying all facilities and incentives offered by the Moroccan Government to the foreign investors.
